Sport England (Non Departmental Public Body), during 2011, has
procured a number of Framework Contractors to support its work in
delivering the Inspired Programme of the Places People Play
initiative to the Lottery.
Through the procurement process (fully OJEU compliant and taking
9 months), Sport England has chosen those most economically
advantageous tenders in relation to their skills, experience,
knowledge and quality of their work in their relevant areas.
For Lottery funded projects and programmes there is the ability
for successful Lottery Applicants (Clients) to request a direct
appointment off the Framework Agreements, in conjunction with Sport
England Technical Team, thereby saving typical administrative costs
associated with tendering for 3 written quotes, appointing
consultants to develop the design, and costs associated with
checking and challenging costs and quality. The Framework
Contractors all offer a “one-stop” solution tailored to the
individual needs of the Client and project, supported where
necessary by Sport England Technical Team to ensure value for money

Whilst the primary aim of the procurement process was to support
the £50m Inspired Programme, the procurement process established
that the successful Framework Contractors could be appointed to
support other programmes and initiatives by Sport England but could
be contracted by Other Contracting Bodies who were not necessarily
applying to Sport England for funding.
In procuring the Contractors (Framework Providers), Sport
England has enabled the ability for partner organizations to access
the Contractors either “direct” or by “mini-competition” providing
a similar approach to that of for example Government Procurement
Services and other framework agreements.
Depending on Other Contracting Bodies own procurement processes,
they can either use the relevant list of Providers to Tender to
competitively (traditional procurement process) or approach any of
the Framework Providers direct in a single source manner.
There are currently 4 Framework Agreements for construction
works, available from January 2012 for 4 years:
- Design and Construction of Innovative or Modular Solutions –
principally modular changing rooms, clubhouse and storage
units;
- Design and Construction of External Sports Lighting – sports
lighting for any outdoor sports facility
- Design and Construction of Building Modernisation Improvements
and Upgrades – principally for modernizing, improving and minor
extensions to existing sport facilities or conversion to sports
facilty; and
- Design and Construction of Artificial Outdoor Sports surfaces –
covers all artificial surfaces and includes macadam, acrylic,
artificial grass pitches whether sand, 3g or water based.
Except for the Building Modernisation Framework, all other
frameworks operate on a nationwide basis. Building Modernisation is
split into 5 “Lots” or “regions”, identified in a separate link
below.
