Design and Construction of Building Modernisation Improvements and Upgrades

This Framework Agreement (SE366) (2011/S 62-100382) has been developed for the design and construction for new build and/or the design and construction of upgrade/modernisation, of sports facilities, clubhouses, pavilions, and the like in locations across England. This work may also include design, supply, installation and commissioning of acoustic systems and accessible provision.

The requirements for new build and extension works will include visiting sites, surveying ground conditions, preparing feasibility reports including outline design proposals, consulting with local Planning & Building Control departments, preparation and submission of necessary Planning and Building Control applications, developing detailed design solutions, developing a cost plan, and delivering works to completion including commissioning, provision of operating manuals, and handover to client.

The requirements for building upgrade or modernisation are to design and construct solutions including visiting sites, surveying buildings and site to assess suitability and condition, preparing feasibility studies, consulting with local Planning & Building Control departments, preparation and submission of necessary Planning and Building Control applications, developing detailed design, developing a cost plan, providing works such as re-roofing, insulation to walls and roofs; installation of new plant and boilers; sanitary-ware; wall, floor and ceiling finishes; doors and windows; decorating and such like to completion including commissioning, provision of operating manuals, and handover to client.

The scope of works in this framework will also include installation of lighting schemes to indoor sports surfaces for a range of sports including football, tennis, basketball, volleyball and such like.

The Framework Contractors shall establish there is capacity to extend all existing services networks including drainage and electrical supply by consulting the local utilities supplier.

The Framework Contractors may also need to provide builders work in connection with the installation of specialist sports equipment that will be supplied by others.

Generally the standards required shall comply with all relevant Sport England Design Guidance Notes, the requirements of relevant sport governing bodies, Building Regulations, British and European Standard Specifications and Codes of Practice. It is anticipated that each project will be largely based on these standard specifications and designs adapted where appropriate to suit the site or local issues relevant to a specific project.

The Providers will be required to satisfy themselves that there is capacity to extend all existing services networks including drainage and electrical supply by consulting the local utilities supplier.

The Providers may have other Providers or other Contractors working at the site at the same time as the delivery of their works and may be expected to act as Principal Contractor for all works on the site. In this context, other works means work which could also the subject of a Sport England award.

The Framework Contractors provide their detailed costs against the National Schedule of rates provided by NSR Management (www.nsrm.co.uk), adjusted and amended for the site specific works (and verified by Sport England where necessary).

The Framework Agreement was tendered and Awarded on 5 Regions/ Lots basis (details of Regions is available elsewhere on this site) comprising small, medium and large contractors. The Framework Contractors are as follows:
