Under the terms of a S106 Agreement
(2009), the owner undertook to provide for the layout and
maintenance of the UEFA football pitches. Sport England’s
objections to the application were dropped after the developer
agreed to enter into a community use agreement with Pontefract
Collieries Football Club (PCFC). PCFC was also offered the
lease of the stadium for 99 years.

Enhancement of the Riverside Ice and Leisure Centre
in Chelmsford

Pooled developer contributions of £16,078 (as at November,
2009) have been secured towards an identified need to replace and enhance its
primary leisure centre, the Riverside Ice and Leisure Centre, which
serves a strategic sport and recreation function across the Borough
and beyond.
Chelmsford Borough Council has estimated that
funding of around £1.5M is required for a new programme of
improvements at the Leisure Centre which will be carried out in
parallel with previously approved essential maintenance and repair
work.
